ABSTRACT This article, which sits in the context of a wider project devoted to understanding how state behaviour may be changed, seeks focus on act sanctioning, broadly construed, as functional that goal. Freeing ourselves from constraints too narrow definition term ‘sanction’, we consider gamut instances penalties target states are intended accomplish goal changing behaviour. Our is threefold: first, aim stimulate debate nature which, argue, more embedded within international law than generally conceded; second, by looking at different sanctioning practices, identify their common elements and offer taxonomy law; third, implications practices and, particular, when they can amount effective acceptable tools change
